Pakistan is moving toward a cleaner and more advanced transportation future as the federal government prepares an ambitious plan to install ultra-fast electric vehicle (EV) charging stations along motorways and national highways across the country.
According to official documents shared with media reports, the government aims to establish around 40 Level 3 fast-charging stations at motorway rest areas and along the N-5 National Highway at intervals of approximately 120 kilometers.
The initiative is designed to support long-distance EV travel, reduce range anxiety, and encourage more consumers to switch to electric vehicles in Pakistan.
Pakistan’s EV Infrastructure Expansion Plan
Under the proposed national EV policy framework, the government plans to deploy:
- 1,050 Level 3 DC fast chargers
- 750 Level 2 charging stations
- 600 Level 1 charging points
- 600 battery-swapping stations
Level 3 chargers are capable of charging electric vehicles in approximately 40 minutes to one hour, making them ideal for motorway travel and intercity transportation.
Level 2 chargers are expected to serve urban and commercial areas, while Level 1 chargers will mainly support overnight charging at residential and low-demand locations.
EV Charging Stations Every 120 Kilometers
One of the biggest highlights of the proposal is the plan to install fast chargers every 120 kilometers along key motorway and highway routes.
This development could significantly improve the practicality of electric vehicles for long-distance travel in Pakistan, especially on major routes including:
- Lahore to Islamabad Motorway (M-2)
- Karachi to Lahore via N-5
- Peshawar corridor
- Other national highway networks
The charging infrastructure could play a critical role in reducing “range anxiety,” one of the biggest concerns preventing widespread EV adoption in Pakistan.
Government Allocates Rs. 2.25 Billion for EV Charging Support
To encourage private sector participation, the government plans to provide Rs. 2,250 million in viability gap funding through a public-private partnership (PPP) model.
The funding aims to support charging station development in areas where commercial returns may initially be too low for private investors.
The policy also includes oil marketing companies in the EV transition. Under the proposal, at least 10 percent of fuel stations operated by each company in every province will be required to install Level 3 fast chargers.
This approach could transform traditional petrol stations into hybrid fueling and charging hubs for future electric mobility.
Pakistan Targets 3,000 EV Charging Stations by 2030
The government is also targeting the installation of 3,000 EV charging stations nationwide by 2030 as part of its long-term clean transportation strategy.
Officials believe the infrastructure expansion is essential for:
- Increasing electric vehicle adoption
- Reducing fuel imports
- Lowering transportation costs
- Supporting environmentally friendly mobility solutions
To ensure commercial viability, the Power Division has proposed an EV charging tariff of Rs. 39.7 per kilowatt-hour.
Compared to petrol and diesel vehicles, EVs could offer significantly lower operating costs for both individual drivers and commercial fleets.
Challenges for Pakistan’s EV Future
Despite the ambitious goals, experts believe successful implementation will require major improvements in Pakistan’s power and grid infrastructure.
Ultra-fast Level 3 chargers require:
- High-capacity electricity connections
- Reliable grid stability
- Advanced transformers
- Backup energy systems
- Potential solar and battery integration
Policy consistency, investor confidence, and timely execution will also determine the success of the project.
If approved, the first phase of implementation is expected to begin within the next six months.
